The American Lung Association gave the state three F's among its grades yesterday in the group's annual State of Tobacco Control report. Failing grades were given in funding for tobacco prevention programs, state tobacco taxes and the minimum age to buy tobacco. Lung Association officials are calling for a one-dollar-a-pack increase in taxes and an increase in the minimum tobacco-buying age to 21.
